Dudley Council
are the owners of 31 Central Avenue in Stourbridge,West Midlands and as
such are responsible for the upkeep, repair and maintenance of this
property.
This particular
house is in a terrible state, rubbish all over the back and front
gardens and broken windows covered over with clingfilm. The property
is a complete disgrace to its neighbourhood and completely degrades all
the other surrounding properties.
The Council
informs us that they are aware of this problem and that they will be
taken appropriate steps to rectify this situation.
At presently, we
are waiting to see what they intend to do.
Update: 15/02/2003
As nothing had happened to-date, we
wrote again to enquire what they had done or what they intended to do
to alleviate this situation, but they replied refusing to answer our
questions due, so they said, to 'current legislation'.
We have written back once again asking
them to reconsider their refusal or to forward this 'legislation' to
us.
We are still waiting as of 19th Febr.

Update: 05/03/2003
We just received another letter from a
Mrs.Eynon claiming that they cannot provide us with any information
unless we obtain a written authorisation from the tenant. The letter
continues to say that she would ask her 'Officers' to investigate and
take appropriate action, but that she cannot provide specific details
of any action taken.
We have now written back pointing out
that their Housing Department had confirmed to us that they were fully
aware of the situation way back in December and we expressed our
concern that the Principal Housing Manager knows nothing about it and
has to ask her officers to investigate. We have never asked for a
specific report on this matter and all we want to know what Dudley
Council is doing to alleviate this situation which is of grave concern
to the residents of Central Avenue.
Update: 15/03/2003
Mrs. Eynon has once again replied
without confirming that appropriate action would be taken by the
Housing Management Services. All the letter said was ' the contents
have been noted'
Under the circumstances we have now
given Dudley Council 14 days notice to inform us what actions, if any,
they intend to take, failing this we will pass this matter to the
media, the Chief Council Officer and the Department for Health &
environment, as we consider that the rubbish and waste around the house
poses a serious health problem, attracting vermin. [ see

Update: 28/03/2003
We have now received yet another short
and abrupt letter reply which informs us once again that the contents
of our previous letter have been noted and which refers us back to
their letter dated 4th March 2003 which stated previously and we
quote,' I will ask my Officers to investigate and arrange to
take appropriate action, if necessary. '
Considering that we were told way back
in December 2002 that the Council was aware of the situation in Central
Avenue we have to take this as a confirmation by the Housing Services
that they do not consider it necessary to take any action and that they
are happy to allow the situation to continue as it is.
All they done visibly to-date is to
remove the cling film and board up part of the windows. Well done -

Update:05/07/2003
Nothing has been done by the Council
to rectify this disgraceful condition, the windows are still boarded up
and the rubbish around the house is still there.
